POLICE STUDY FOR CHARTER TOWNSHIP OF UNION RELEASED An interesting aspect of the report indicated that response times to calls received at Isabella County 911 have been decreasing during the past three and a half years. That data refers to response times in the areas of the County excluding City of Mt Pleasant and the Saginaw Indian Chippewa Tribe government borders. (Those two units of government have their own polic forces.) The Charter Township of Union, as well as other townships and villages in the County is protected by the Isabella County Sheriff's Department and the Michigan State Police (MSP). The report, which was publicly reviewed at the January 13, 2009 Township Board meeting, showed that average response times to complaints in the study area have decreased from about 28 minutes in 2006 to around 24 minutes in the first half of 2009. (The report began studing data in July of 2009 and did not include the second half of the year.) One must understand that the response time is an average time it took to respond to all the calls received by 911. Thus, calls that requested a police car to the north west corner of Gilmore Township to respond to a barking dog may have been pushed down to the bottom of the list because the Sheriff and MSP are responding first and more frequently to more serious crimes in Union Township. Its takes just a minute or two to get to the scene of a fight at apartments in Union Township, but it might take three hours to finally respond to a complaint in Gilmore. Funding limitations prevented the researchers from delving deeper into the data to determine on a factual basis the proposition this writer presented above. The study was commissioned by Union Township, Isabella County and the City of Mt Pleasant.

SENATOR LEVIN VOICES SUPPORT FOR NETWORK NEUTRALITY In an email sent to this writer, Senator Carl Levin wrote in part,"...On July 31, 2009, Representative Edward Markey (D-MA) introduced the Internet Freedom Preservation Act of 2009 (H.R.3458). This bill would amend the Communications Act of 1934 to establish a national broadband Internet policy, including aspects of access, consumer choice, competition, content, and discriminatory practices. This bill would direct the FCC to promulgate rules that require Internet network operators to provide delivery of all Internet content to users at the same speed, while allowing providers the flexibility to manage traffic to protect network security and to offer consumer protection services, such as parental control features. H.R.3458 has been referred to the House Energy and Commerce Committee for further review. "Additionally, the FCC voted on October 22, 2009, to open a rulemaking process that would establish net neutrality rules to codify and supplement existing Internet openness principles, while maintaining the ability of Internet service providers to engage in reasonable network management. Among other things, the proposed draft rules would prohibit Internet access providers from preventing its users from sending or receiving lawful content over the Internet; prohibit Internet access providers from preventing users from connecting lawful devices to the network; and would require Internet access providers to treat lawful content, applications, and services in a nondiscriminatory manner," continued the email from Sen. Levin. "The Internet plays a critical role in our society because it provides an equal platform for all users, allowing for the free exchange of ideas and information. For this reason, I will continue work to maintain longstanding protections for all internet users.One of the largest cable companies in the nation, Comcast, is fighting the FCC in federal court to gain control over the internet. You and I have much to lose in that battle. If Comcast wins, you and I will lose the freedom of receiving on the internet the information we want and when we want it," wrote Levin.
